It can be acquired repeatedly; whether scaling is additive, multiplicative, or trigger-based still follows the effect text.

It is not classified as a typical downside mutation, but it should still match your damage source and resource plan.

Selection weight is relative likelihood in offer pools; reward drop rate is a separate reward-source parameter, not a power score.
